Why are these temple ordinances shown as "not available"

Moritz Eduard Hess LY1L-6HZ His ordinances are shown as "not available" To the best of my knowledge he is not famous. While I do not have a death date there is evidence of him immigrating to Chile in 1939 and I have attached a photo of an immigration/visitation card for him to visit Brazil in 1961. Therefore he is not a holocaust victim. Could you please investigate to see if perhaps a mistake was made and his ordinance work can be done. Thank you
