sealing brother-inlaw to wife....

I have been trying to seal my brother-in law and his wife....I have requested this but when I try to print it shows canceled.....My brother-inlaws name is Ludwig Weinmueller LTF3-9BL .....as you will note My husband did not use the letter e behind the u, which is in place of umlaut....in German....But it is the same name....My husband dropped the umlaut...when he became citizen...and changed his to from Heinrich to Henry and dropped the umlaut from Weinmuller....I don't know if this is the problem.....

Do I need permission from the closest living relative to do temple ordinances?
