Indexing Beginner for languages besides English

I know that once a person becomes a reviewer when they have reviewed 1000 batches that they can no longer work on beginning index batches. I had a suggestion. I know that the majority of indexed records are english. I think it would be nice for reviewers to still index beginner records, but only if they are in a foreign language.

People should never index anything in a language that is foreign to them.

I know you're just trying to be helpful, but really, it isn't. People indexing foreign languages is how all of the most spectacular indexing fails happen.

Another thing to consider: most non-English indexing projects are not rated "beginner" anyway, so a per-language "reset" wouldn't do any good.
