Kansas - Naturalization Records "country of birth or allegiance"

I am reviewing a batch of Kansas Naturalization Records that has naturalization cards with a field labeled "Country of Birth or Allegiance"? Should the information in these field be indexed as the birthplace since it could technically just be a "Country of Allegiance"?

    I wouldn't index those as the birthplace when the form says Country of Birth or Allegiance. It is too vague.
