Data quality in User Trees

It is my understanding that the User Trees feature is and will be available only to expert researchers and historical/genealogical societies.

I just clicked on a User Tree person who is relevant to my current research and the family is built almost entirely citing Ancestry tree? Very flimsy documentation.

Please clarify current policy on who can build User Trees.

User Trees are not restricted to experts and genealogical societies. It's an option to have a tree that not everyone can edit.
