Leaving a note to put at the top of Discussions

I'm confused as to how I'm supposed to post discussions. I was told at the end of an answer to a discussion,

"FYI:When you post a translation request it automatically goes to the top of the discussion queue so you don't have to post that second message that says "posting a comment for top of discussion" In fact when you post that second message, it makes your initial post appear to have been commented on and others may overlook your request.

Please can I get some understanding on how to post a discussion? I hope my last request wasn't overlooked🙄. Thank you for all you translators and group members do!
